We remember you, St. Patty's parade. You, too, 4th of July fireworks. Now, the city is extending the long arm of the law over Chicago Scene's annual boat party. For the first time in the event's 10-year tenure, the city wants permits filed before the revelry atop 600 boats can begin. As of this moment, the party is off, but organizers have a plan—move the fiesta to Hammond, Indiana. While they're at it, let's all go there.
