Apply a basecoat or a two-in-one nail color that contains one over all your nails and let dry. Next, paint black nail polish on some nails, filling select areas uncovered by tape. Once this is dry, fill in other parts of your nails uncovered by tape with white nail polish. When your nails are completely dry, peel off the tape. Apply topcoat to all your nails, and finish by choosing accents to mattify with a matte topcoat.
